The WAI 262 kaupapa began when a group of Māori rights activists challenged were taking away Māori control over taonga.
It was October 1991 and Saana Murray-Waitai (Ngāti Kurī), Dell Wihongi (Te Rarawa), John Hippolite (Ngāti Koata), Tama Poata (Te-Whānau-o-Ruataupare, Ngāti Porou) Witi McMath (Ngāti Wai) with the assistance of lawyer Moana Jackson (Ngāti Kahungunu) lodged the Native Flora and Fauna Claim with the Waitangi Tribunal.
The aspiration of the claim firmly asserts “Māori control over things Māori”. The claim essentially seeks to restore “tino rangatiratanga” (Māori authority and self-determination) of the whānau, hapū and iwi of Aotearoa over our “taonga” (those things and values which we treasure, both intangible and tangible).

This funded Tuku project supports the work Ngāti Kuri has progressed to exercise our kaitiaki obligations, further the work of the leaders gone before us, and honour the claimant whānau, provenance and integrity of the Wai 262. The work by its nature is entrenched in te reo me ngā tikanga Māori.
Our proposed Te Ara Whānui Research Centre and incubator project “Ko Ngāti Kuri Tēnei” is specifically dedicated to Wai 262 and is underpinned by the strategic imperatives of the Ngāti Kuri Trust Board and works towards building momentum for marae, iwi, and whānau-led initiatives built on the values of the Wai 262 claim and aspirations of our original claimant Saana Waitai- Murray.
Our vision is to lead and disseminate dynamic research and practice underpinned by our commitment to Wai 262 – Intellectual Property and Fauna and Flora. (see Appendix 1: Saana’s Letter 1972). It will be a beacon for Wai 262 and for Ngāti Kuri to present Iwi-led research with integrity and will include providing support to others.

Measures of success
Over the twenty years of the claim’s progression, the Wai 262 claimants identified critical “Pou Uara” or Foundational Principles of the Wai 262 kaupapa, and which apply to underpin the fundamental guarantee in Article II of Te Tiriti o Waitangi, te tino rangatiratanga o ngā taonga katoa.
